I was thinking, it might be best if people weren't allowed to pick their starting territorial values. Maybe just have the map up there minus the numbers? When they do pick their regions, you can PM them how much territorial income they'll gain rather then them knowing right off the bat. That way its more of a gamble.

I'll think about it.
It does make a little more sense, but at the same time one of the rules is supposed to be " First Come, First Serve. " So I'll weigh the pro's and cons.

Also, what do you think about adding some sort of mechanic that makes it tougher for countries to subdue unclaimed territory? Right now it seems a little shallow and unrealistic that in the modern age we have large tracts of lands with no government. Maybe there can be unrest and gureilla warfare as a result of rapid expansion into new territory? Perhaps it takes a certain amount of units stationed in a newly occupied territory to subdue it over several turns? I'm not advocating whole NPC nations like in CtA but still something to make it believable. Plus there's just way too many benefits to gobble up as much territory as possible with the territorial value system as fast as you can.

Very good questions.
Because it's modern day, there really can't be any unoccupied territory, the world just doesn't work like that. The only legitimate option would be NPC nations, which I'm fine with at this point, since Moderating is so easy. xD
