Foreign Minister Navis dropped the declaration squarely on the Prime Minister's desk, pushing it forward with his fingers until it was practically under Prime Minister Joachim's nose before stepping back. The declaration was a formal condemnation on the aggression of the Kylvanian state and demanded a full withdrawal from the Republic of Ostereich.

'' Prime Minister, I trust you are well aware of my government's position on this illegal invasion of Ostereich. It is a sovereign nation that is recognized internationally, we demand a full withdrawal of all Kylvanian military forces immediately, and peace negotiations to follow. The Republic of Jouran is willing to act as a mediator if required. Failure to comply will lead to immediate repercussions in the relations between our two countries. ''

The deliberations were slow and it was a whole nine days after the Jouranan condemnation that Prime Minister Joachim finally built an adequate reply to Foreign Minister Navis.

" After careful consideration for your plea, Minister Davis, the King and the Royal Cabinet will do no such thing. The Republic of Ostereich was not a legitimate state and what territory it illegitimately possessed has been recollected into the Kylvanian Kingdom. It is most unfortunate that our nations cannot come to agreement, but the we can perhaps compromise. Return the Kylvanian lands of Karelia, and we will recognize the independence and statehood of Ostereich. "

'' You counter with an even more ridiculous demand? '' Foreign Minister Navis snarled. '' Karelia has been in Jouran for over 170 years. You fought a war over it, and lost may I remind you. Twice. The matter is settled. These ''Kylvanian's'' that you claim are your citizens now recognize the Republic as their homeland and will fight for her as they have in the past. I repeat our demands that you withdraw immediately from Ostereich, release her cabinet, or we will cut off diplomatic relations completely and urge our fellow neighbors to do the same. You are bringing us to the precipice of war Prime Minister, think carefully.'''

Foreign Minister Navis was very quiet for a moment before he pulled open yet another sealed letter. '' Then we are at war sir. '' He said, dropping the declaration on the Prime Minister's desk and with that walked from the room.

The Jouranan National Army is not capable of victory.
Kylvania offers secessions.
Kylvania will recognize and leave Republic of Ostereich if demands
are met:
-- Signing of Peace Treaty.
-- Allow Kylvania to take unclaimed land to the north of Jouran for port access (OR)
-- Territorial secession of Karelia.

The JNA will continue to fight, no matter the odds until every foreign soldier is expelled from her lands. Our counteroffer is this. Refusal will gurantee the destruction of the Kylvanian Third Army before relief can arrive.

-Signing of peace treaty.
-Allow Kylvania to take unclaimed lands to the north for port access.
-Jouran will be allowed access to these maritime ports.
