" Those gathered at the long oak table wore the various medallions and embellishments placing them either as Kylvanian royalty; the King Edward II, who mulled in silence at the end of the table, Prince Neville, who sat firmly at his side, and some assembled aides, or as Kylvanian Military, various generals and logistics officers. The pace was slow and deliberate, until Prime Minister Joachim broke the silence.
" An isolated incident, with the cold season coming on they won't be so eager to stand about and bicker in the snow. They need only to be watched. " A few grunts and nods in agreement meant the end of that discussion and on to the next, indicated by a shuffling of papers in the stuffy, smoke filled room.
" Jouran is industrializing. We've seen it. New factories within the interior of the nation, but Karelia remains desolate. " Harris von Wurgen quoted, Head of Kylvanian Intelligence. He was a sharp nosed crow, but an efficient one nonetheless. Kylvania had no spies in Jouran lands, but it was hard to begin industrializing your nation without your neighbors catching on.
" Their economy is larger than ours, by about a thirty percent margin, but their pool of manpower is not so inclusive. The Kylvanian Army is still superior. " General Andric von Grunchin retorted, though von Wurgen immediately bit back.
" I don't believe it is. I don't believe it has been since 1899. "
" Rubbish! " von Grunchin shouted, nearly flailing from his chair.
" Facts. " von Wurgen cooed.
" Gentlemen. While you both have points, we must keep things in perspective. There are unclaimed lands to the South where native Kylvanians live outside the legislatures of the King, we must reign them in if we wish to gain dominance back in Osterland. " Minister Joachim said.
" Expansion, Prime Minister? " Prince Neville, at the far end of the table asked.
" Indeed. If we dispatch the 3rd Kylvanian Army to reign them in and establish a governor, we will have successfully expanded our empire further. "
" A fine plan. " von Grunchin commented, swirling the cigar hanging from his lips around.
" I agree. " von Wurgen motioned.
" Than it is settled! "
